The definition of CERCLA is the Comprehensive Environmental Response, Compensation and Liability Act and is commonly referred to as "Superfund".

CERCLA taxes the chemical and petroleum industries to establish a trust fund to provide for cleanup when no responsible party can be identified for the cause of the environmental event.
Superfund responds directly to releases or threatened releases of hazardous substances with a financial liability of persons responsible for the release.
CERCLA also provides for the National Contingency Plan which is a national response center to promote safety.
CERCLA does not provide training for emergency and HAZMAT responders.
